FinCEN Warns Financial Institutions of Federal Student Aid Fraud Schemes
The Financial Crimes Enforcement Network issued an alert to help financial institutions detect and report fraud that targets federal student aid programs.
FinCEN identified two main methods of fraud. In "ghost student" schemes, fraud rings use stolen personal information or AI-generated synthetic identities to pose as students. The identity theft victims, including minors, often do not know their information was used, and they can face ineligibility for aid or debt in their names. In "straw student" schemes, complicit people sell their information for a fee and let fraudsters enroll them, keeping part of the refund as payment.
FinCEN listed red flag indicators to help banks identify suspicious activity while noting that no single indicator confirms fraud and that institutions should weigh the surrounding facts.
The alert noted Executive Order "Protecting America's Bank Account Against Fraud, Waste, and Abuse," which President Trump issued on March 25, 2025.
