PCAOB Adopts QC Standard Amendments, Rescinds EQCF and Design-Only Requirements
The Public Company Accounting Oversight Board ("PCAOB") adopted amendments to QC 1000, its quality control standard, rescinding the External Quality Control Function ("EQCF") requirement and the design-only requirement while aligning the standard more closely with international frameworks.
Rescinding the design-only requirement means QC 1000 now applies only to firms that must comply with applicable professional and legal requirements with respect to an engagement. In a statement delivered at the PCAOB's open Board meeting, Chair Demetrios Logothetis said the obligation's costs could outweigh its benefits for firms that never perform such engagements. He said firm-readiness goals can instead be pursued through the registration program and targeted monitoring.
On the EQCF, Mr. Logothetis said the function, as structured, could not reliably guard against commercial pressures, since firms themselves select, compensate, retain, and remove the person in the role. He added that the PCAOB's shift toward QC-informed inspections will give it better visibility into firms' QC systems. Against that backdrop, he said, the case for retaining the EQCF becomes even less compelling.
The amendments also (i) allow specified QC roles to be assigned to non-firm personnel or divided among multiple people, (ii) narrow and simplify requirements for communicating audit-practice, personnel, or engagement metrics to external parties, (iii) require firms to evaluate whether similar deficiencies exist on other engagements only when an identified deficiency resulted or could result in insufficient evidence or an inappropriate conclusion, and (iv) let firms choose their own annual evaluation date for QC effectiveness.
The effective date of QC 1000 remains December 15, 2026, and the amendments are subject to SEC approval.
