FDIC Proposes Abridged Weekly Reporting Form for Smaller Stablecoin Issuers
The FDIC published a draft Form PS-01a, an abridged weekly report for smaller permitted payment stablecoin issuers (PPSIs) with less than $1 billion in total outstanding issuance value and less than $100 million in average daily transaction volume in the prior month. PPSIs must file a separate Form PS-01a for each stablecoin issued via FDICconnect by 5:00 PM ET every Wednesday.
PS-01a is one of three forms proposed under the FDIC's April 10, 2026 proposed rule implementing the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act, Pub. L. 119-27). Larger PPSIs file the full Form PS-01, which includes eight schedules with more granular reserve detail; all PPSIs file quarterly Form PS-02. The FDIC may require an otherwise eligible PS-01a filer to submit the full PS-01 based on supervisory need.
The form PS-01a contains three schedules:
- Schedule A collects the top ten wallet addresses by holdings and trading volume, top ten exchanges by trading volume, top five counterparty exposures, and the issuer's ongoing capital requirement.
- Schedule B captures weekly outstanding stablecoin data by blockchain, secondary market pricing including volume-weighted average price and peg deviation, average redemption time, dollar amount of redemptions exceeding 48 hours, and minimum, maximum, and average redemption sizes.
- Schedule C requires disclosure of reserve asset categories at fair value and amortized cost - covering U.S. deposits, Treasury securities, repurchase agreements, money market mutual funds, and tokenized reserves - plus weekly minimum, maximum, and average reserve asset coverage ratios.
The OCC proposed a parallel set of reporting forms for stablecoin issuers under its jurisdiction in June 2026 (see prior coverage).
